English as a Foreign Language is needed for higher education student teachers. As future teachers, they need the ability to communicate with their students. Communication needs to transfer meaning from the speakers to the listeners, that’s why the speakers’ skill to transfer the meaning need to be taught and practiced. In Functional Grammar Class, student teachers are taught how to transfer meaning so they can create good communication. Based on the observation, they are still confused in grasping the materials, even applying them to convey their meaning as a teacher. For that reason, the implementation of Think-Pair-Share (TPS) as Cooperative Learning Instructional strategy can be an effective way to encourage students to think critically and share their ideas with others. Photo voice is used to capture the implementation of TPS. Questionaire and interview result is added as the data triangulation. This study enlights student teachers.
