Abstract

The objective of this study is to identify the individuals who initiated and intellectually organized the Balinese lontar literacy movement, commonly referred to as the "actors." Additionally, the study seeks to elucidate the experiences of these actors and examine the pivotal occasions that shaped their roles within the movement. The present study employs a qualitative research design, specifically using a phenomenological method. The research employs two distinct methodologies, specifically data gathering procedures and data analysis approaches. The process of data presentation involved the utilization of qualitative data analysis techniques. Various approaches are employed for the purpose of data collecting, including observation, interviews, documentation, and Forum Group Discussion (FGD) methodologies. There exist three distinct data gathering procedures that can be employed to address research inquiries, specifically observation, in-depth interviews, and documentation. The findings of this study indicate that the intellectual participants of the Balinese lontar literacy movement initiated the movement in 1928, coinciding with the establishment of Gedong Kirtya as the inaugural and most ancient lontar manuscript library in Bali. Furthermore, these participants played a pivotal role in advocating for the enactment of Regional Regulation No. 1 2018, which served as a legal framework to legitimize the Balinese lontar literacy movement.
