Abstract
Elementary school management is a very challenging area in terms of school leadership in underdeveloped region. This study aims to find out the challenges of school management according to the following four aspects: student and teacher attendance rates, school financial management, teacher competence, and availability of school facilities and infrastructure. The research method uses a qualitative descriptive approach. The research population is elementary schools in Asmat, South Papua. The research samples were elementary schools in the Agats District, Siret District, and Atsy District. Data collection techniques by means of questionnaires, interviews, and Focus Group Discussions with headmasters and teachers. The results of the study include first, the level of student attendance is quite low, especially for lower class students. In terms of the level of teacher attendance is also not very satisfactory. Second, the disbursement of BOS funds which were relied on for school operations was always late. Third, the number and educational level of teachers is inadequate. Fourth, the availability of educational facilities and infrastructure is very concerning so that both quantity and quality need to be improved. These four elements of education are the main challenges in managing schools in underdeveloped areas in South Papua.
